Prabhu Chawla has nicely analysed the decisions and implications taken by civil servants in his Power &Politics column.It is true that none of the ministers takes the blame for a failure in the ministry he/she is heading.Putting the blame on civil servants is unacceptable.This is a main reason for the slow progress of files in government offices.
